Sort of...
/All/ post- and pre-processing rules can be performed in folder Processing.
But pre- and post-processing happen before and after (respectively) all folder
processing rules. Pre- and post-processing rules are, therefore, kind of
global processing rules.

Although you can also run filtering rules manually on any folder.
Further, exactly the same operations can be performed with processing and
filtering rules.
The answer to c.marlow's original mail is, as you said, it depends what you
want to achieve. No-one can answer that question for him. He should take what
the manual says and run with it.
