[Users] claws-mail displays ics file wrongly

AFAIK timestamps in a calender event without timezone is to be
interpreted this way:
1) If the calendar event contains a VTIMEZONE component use this for
timezone.
2) If the calender event contains no VTIMEZONE component use local time.
