[Users] claws-mail displays ics file wrongly

I think it's rather:
timestamp suffixed with Z => UTC
timestamp ont suffixed with Z =>
 a) is there a TZID= parameter ? use that
 b) is there a VTIMEZONE component ? use that
 c) use local time

We're lacking b.
