[Users] claws-mail displays ics file wrongly

I gave a look at the (old) code, and it seems clear to me why the start/end times are displayed wrong: even though the vCalendar plugin handles TZID as a parameter of DTSTART/DTEND properties, it *does not* handle, at all, a VTIMEZONE component separated from the VEVENT component.

No promises but I'll try to give a look at it this evening.
