[Users] SOCKS proxy for nntp account not being used

I used the deb from Debain sid, currently that is 4.1.1

I now checked it in Debian sid live.

The global proxy was disabled by default, I kept that setting.

If I enable the proxy in the account, the settings is just applied after
I restart claws mail.
If I disable the account proxy, that setting is applied immediately. I
confirmed that multiple times.

I haven't restarted it in my productive system, that is why it was a
problem there.
