I just noticed that I have a Logitech M705 mouse wheel which works as
expected. It is wireless connected through the Unifying Receiver and
controlled by Solaar and you can firmware upgrade using 'fwupdmgr'.

1: sudo fwupdmgr get-devices | grep -A 12 'Unifying Receiver'
2: copy the device ID (my case ecd8ed6144290e36b8d2587116f9d3543d3c69b7)
3: sudo fwupdmgr get-releases ecd8ed6144290e36b8d2587116f9d3543d3c69b7
produces a long list of firmware releases.
4: sudo fwupdmgr get-updates ecd8ed6144290e36b8d2587116f9d3543d3c69b7
Will list available updates
5: sudo fwupdmgr update ecd8ed6144290e36b8d2587116f9d3543d3c69b7
Update to latest firmware version.
