[Users] Unable to extend section of Compose window to eliminate scroll bar on right side

I am attaching a screenshot of what was displayed yesterday.

If you look between the To and Subject fields, there is no separate
line visible for the entire length of the window.

Fast forward: Placing the mouse pointer in the upper part of the Subject
field as previously described then dragging it down, then makes the line
appear and it is all the way across the window. However, with the mouse
pointer directly on the line, it still doesn't move when attempting to
drag it.
