Hi,

you don't need to be root! The installation instructions don't mention
that you need to be root.

 "Untar the package.
 Start Claws Mail.
 Go to /Configuration/Preferences.../Display/Themes
 Click the 'Install new' button and locate the theme directory.
 Click 'OK'"

As user without root privileges you can untar the package where ever you
want. After that you can use the theme with Claws by selecting the
path were you installed it by
/Configuration/Preferences.../Display/Themes.

 "Alternately they can be installed by root by untarring the package
 directly into $PREFIX/share/claws-mail/themes/ They will then be
 available to every user."

The superuser can install the theme to a path that grants write access
to root only, but read access to anybody else, then a user without
root privileges can use the theme by selecting the path by
/Configuration/Preferences.../Display/Themes, too.

This is completely unrelated to the issue with installing a Claws
theme. Your fresh install of Kubuntu is misconfigured.
