[Users] Suggestion: Automatically activate privacy system

Hello,


with version 3.18.0 when I load the plugins PGP/Core and PGP/MIME, I 
have to manually select the privacy system PGP MIME. Then I'm able to 
activate encryption. I suggest to automatically set the privacy system, 
when loading the plugin PGP/MIME and if there was no privacy system 
enabled yet. This would increase usability because it would take one 
step less to encrypt messages.
