So it's a bit of a hack but I got it working.

I installed claws-mail-3.18.0-2-32bit and copied over
libgtk-win32-2.0-0.dll and libintl-9.dll from
claws-mail-3.16.0-1-32bit into its installation folder.

Claws-Mail runs 3.18.0 and the problem does not exist on my Windows 10
installation.

Note that there is no problem on Windows 7 installation of
claws-mail-3.18.0-2-32bit as is. So something is incompatible between
the libgtk 2.24.32.0+ and the latest Windows 10 (no way for me to test
older Windows 10 versions).
