GTK's changelog mentions some keyboard changes

with "569581 Using the US-Intl keyboard layout causes unexpected
character combinations" in particular looking interesting.

That's...less advised™ than updating to 4.0.0 if it's possible.

Are you using 21H1?  I haven't moved past 20H2.
