[Users] GNUpg plugins will not decrypt messages

FWIW: to my knowledge the OpenPGP plugins you mention are using GPGME,
which is my understanding would not need a gpg command line to be configure.
If gpgme ist used, there are two ways to debug that I'd personally would try
next:
a) check if gpg works fine on files on the command line.
(This excludes that something is wrong with your crypto setup.)
b) enable gpgme logging.
