It indicates an error while parsing a configuration file.
In case one asks, there's no run-time dependency to `flex`.
Would you try starting claws-mail with another user or with no
~/.claws-mail/ directory (or using --alternate-config-dir), so that
we're sure the program can run and the issue resides in your user
config?
