Of course it is possible ;) Your firewall is dropping only part of the
traffic otherwise you would have no connectivity ;)
But the traceroutes we are interested in are not the one covering your
internal network, I consider that part to be working as you have some
git clone with decent speeds.
The traceroutes we are interested in are the ones to some equipment close
to you. It can be the external interface of your FW (even if it drop
ICMP), or some local equivalent to "ping.online.net" hosted by your
provider.

Yes, this is highly possible... It has been decades since Internet is no
more the symetric backbone it used to be at its inception. Now, it is a
mesh of networks, connecting to each other in many different places, and
each having their own strategy to decide the way they want the traffic to
enter their infrastructure or leave it...
