Two points: First, I was not the OP, I merely enumerated the hoops.
Second, this is unfortunately not unique to the Claws culture. I've
encountered this attitude with many software projects.

This is usually the reason I first mention problems on the mailing list.
Only when after some discussion it really turns out the be a viable issue
(or when it is Warnocked) I turn it over to BugZilla. And, as Steve also
points out, often a small hint from the people that know is sufficient to
eliminate the problem.
