You are looking for the package claws-mail-plugins which will give
you the GPG plugins for claws, including the packages
claws-mail-pgpinline
claws-mail-pgpmime
claws-mail-smime-plugin
install this, and you won't need to build anything from source.
The plugins should then be loadable from the folder
/usr/lib/claws-mail/plugins
(You need GPG, and not GPGME specifically).
