PS:

You mentioned that you run "configure" without options and that you
can't find the plugins when using the GUI, so it's not related to
ldconfig, but most likely the default when running config without the
prefix option is /usr/local.

Take a look with ls

  ls /usr/local/lib/claws-mail/plugins/
