[Users] [Bug 3367] I have an email address in the first To: field. I try to paste another one in the second (below)

Could the scroll bar be made more obvious?  

Could the "top of list" me made obviously different from the "top of
visible area"?  

Almost off topic: could the panel with focus be made more obvious?  My
choice would be a red outline - but that would not suit almost
everybody else.
