I think that could be handled by organisations like SPI [1], SFC [2],
FSSN [3] or similar. That is only to say a requirement to sign a
contract should not be a dead-end, but I fully understand that dealing
with a hassle like that is probably not something developers are
willing to spend their limited time on. And I do not personally think
it is an important problem.
