[Users] Scrolling the message list is very slow on a raspberry pi5

I had to modify the gtk.css file to see them, as they are not visible by
default here:

{
     -GtkScrollbar-has-backward-stepper: true;
     -GtkScrollbar-has-forward-stepper: true;
}

I see the same minute stepping as you, though I'm not using raspberry pi. I
suggest you do as me and use two-finger scrolling on the touchpad or
mousewheel scrolling instead.
