[Users] Archiving process?

I assume archiving is processed per folder and not per mailbox, yes or no? If that is correct, then if I were to attempt an archive on a mailbox, will it created each of the sub-folders, or just create one large folder with all the messages and no sorting by sub-folder. (Yes I know, why sort by sub-folder when tags do the job also). Are tags preserved in the archive process?  Thanks
