Toolbar preferences allows choosing custom icons for toolbar actions.
Icon button is preview and chooser at the same time.

User may configure GTK to have icons not shown on buttons:
https://docs.gtk.org/gtk3/property.Settings.gtk-button-images.html

I believe in this case icon should be visible at all times, otherwise
UI gives incomplete information about how edited action will be visible
on toolbar.
