Is that with your POP accounts or while composing a message with
your IMAP account?

You should be able to switch to Offline Mode any time while encountering
networking problems, but if a POP3 connection failed, I don't see why that
would have an impact on the GUI afterwards.

Also, you can show the Network Log in the Tools menu. No need to wait
for the networking timeout error dialog.
