I'm also not using xdg portal and I don't see any use if one does
not install any flatpak/snap or how-ever-containerized Desktop-Apps.
Nonetheless I debugged it a bit further, even did a quick and dirty
backport of xdg-desktop-portal-xapp and the dependent xapps-common.
But at the end the thing missing here was an 
~/.config/xdg-desktop-portal/portals.conf configured to gtk.
After that GTK_USE_PORTAL=1 claws-mail works, I'm getting an file
chooser which looks a little bit like GTK but not exactly like the
default GTK file-chooser ;-)
