[Users] Attachments - can the window manger be changed ?

The 'Choose file' dialog is called Window Manager, I'm assuming that is
what it is called. Because if you go to the top left icon, then "More
Actions" , down the bottom is "Configure Window Manager"

Yes I can attach files from there, and yes, the only problem is no
favourite folders configured, or a method to add them. I have tried to
add a few.
