[Users] Attachments - can the window manger be changed ?

The Attache-Button in compose window also opens the file chooser here,
just like attaching in the attachements-tab.
And the window is not called Windows Manager but "Choose File" (in german: 
Datei auswählen).
So to me it looks a bit like something is weird / misconfigured in your
system or user config?
But maybe I'm wrong.
Can you attache files from there and the only problem is that there are
no favorite folders (configured)?
