Well, I thought I had. The error message said the file was unreadable.
I checked that the file exists and is not readable. That is, it is
readable only by "user", and NOT by "group" or "other". So I thought
that that was the problem.
However I compared with my old laptop, just now, and the relevant files
had the same permissions: "-rw-------" .
So maybe file permissions are not the problem. But then, what *is* the
problem? The error message says "Access to the file was denied". But
I can do ls -l in .claws-mail/mimetmp and the permissions are as given
above.
What else can I investigate?

I've done that. A whole lot! As far as I can tell, the setups are
identical.
I have no idea where to look next.
sincerely,
