Not sure if a contribution is expected, but I am using Claws Mail
in Xubuntu within XFCE in *french* (and super happy ;) 
and yes, most the menu in Claws Mail are in french.

And yes I have several dictionaries and switching is fine

Ps : The only problem I have is one of my account was switched into
Outlook-like system, and it is not working anymore within Claw Mail
(It used to work but an "update" brokes it)
Most of the team hate that dummy outlook web interface but we
have no choice and no weight over the decision.
