If i properly remember, you (or OP) mentioned *buntu. It was years ago
when i used Ubuntu (for LTSP), but i fight with locales at that time too,
as some smart man (or woman?) decided to hardcode locale settings
to value from Display Manager in some X startup script. Then i abandon
Ubuntu at all (for multiple reasons).
Anyway, you can check locale settings by "locale" command, but
*buntu can use snap (or how it is named), thus result can be defferent
in shell and in app.
IMO, you can have more luck by asking on some *buntu community,
as here CM follows my locales, and i run it multiple times (not recently)
with English language, just by prepending it with LANG=C
