[Users] not all email gets filtered when downloaded

Set the filtering log level to 'high'.

Keep in mind that only new mail gets filtered. If you are using imap and are
accessing your mailbox from somewhere else first then those mails you saw
will no longer be 'new' and therefore will not be filtered automatically.
