[Users] not all email gets filtered when downloaded

throughout the day, claws-mail will grab new email, as it should.

The issue, some email gets filtered while others will sit in the
inbox. 

When I finally check it, I can manually run "filter all mail" and
things get sorted out.

the "filtered" mail gets logged into the filter.log, while those
sitting in the InBox show nothing.

Not sure what is happening. Any ideas?
