umask is a bashism. The first thing after upgrading to check is the release
notes. The latest notes can be found under /Help/About, if you are jumping
across releases, as you seem to be, you can check here:

At that URL you will see under the 4.1.0 release notes:

* chmod 0600 is set on log files, history files, saved parts, etc.

This is a secure default. Perhaps a new preference can be added, like the
Folder chmod preference, allowing the user to choose a chmod value for saved
attachments.
