Ubuntu 20 for v3
Ubuntu 22 and Gentoo for v4

I can drag files without clicking with all my systems.

Same here. With v4, however, only if the icon is clicked before.
Otherwise the entire message (with attachment encoded) is inserted or
attached as plain text.

I am not sure. I think that it's just that the entire message and not
only the attachment is dragged unless I click on the attachment before.
