Yes, see /Configuration/Preferences/Compose/Templates.

Those can be overidden on a per account basis. See the Templates page of the
Account preferences.

And those can be overriden on a per folder basis. See the Templates page of
a folder's Properties.

Sylpheed got its Templates from Claws Mail. A lot of time has passed, I don't
recall what else has happened in Claws Mail with regard to Templates since
(if anything), and I also have no idea how they might have changed in Sylpheed
since (if at all).
