Most probably installing some font could be enough. Claws Mail does
decode from transfer encoding to internal binary representation and
resulting string is given to the system, basically, to draw to the
screen.
Recently I installed noto fonts as mentioned in some mail and some
characters not displayed properly in past are now rendered well. So it
could help to try something similar.
