It is not free! Microsoft does scan the emails, too! [1]
I've got one Microsoft account myself. Claws can receive POP mails
without issues, but I never enabled sending mails. IIRC it's not
straightforward to enable sending mails, but I might be mistaken.

I can't comment on this list, with the excepted that it doesn't contain
