I almost asked this same question a month or two ago when I upgraded my
Linux box and switched to the gtk3 version of claws.  With the gtk2
version, it showed a split bar, with (if I remember correctly) a dotted
handle to indicate where to grab.  With the gtk3 version, I just get a
slightly darker line, only a couple pixels tall.  The cursor changes to
a differently shaped arrow, so there's definitely something noticing
that the mouse is over the split bar, but that's it.

As Dave Howorth said, I presume this is a gtk theme issue.  I'm pretty
sure I'm using the default theme (I'm running a window manager, no
desktop environment, and my distro generally doesn't customize
anything), but I haven't looked into it.  Since other folks are seeing
the same thing, that supports the theory that it's a theme problem.
