[Users] The notification plugin's "command to execute" command is not executed

Looks like nobody is listening to the notifications interface on
DBus... does the following command¹ print something more interesting?

gdbus call --session --dest=org.freedesktop.Notifications
 --object-path=/org/freedesktop/Notifications
 --method=org.freedesktop.Notifications.Notify "" 0 "" 'Hello world!'
 'This is an example notification.' '[]' '{"urgency": <1>}' 5000
