It won't be there, as it's not a compiled-in feature but a plugin.

Anyway, I was misinformed, as Thorsten pointed out, the Fancy plugin is only
available with the gtk2 version, 3.x.x.

The windows build page on the site, and other windows docs, need to be
updated to state this limitation.

So, Jerry, if you want the fancy plugin on windows, use version 3.19.0
instead.
