My understanding is that the config-dir you specify at build time is
the default for the resulting binary; still overridable at run-time,
and has nothing to do with creation.

So it is mostly useful if you know you are going to use the binary with
only one configuration dir, but that configuration dir is not the
default, and you wish to save yourself the need to specify the
configuration-dir in invocation.
