Since you're posting here using thunderbird, I can't tell what version of
Claws Mail you are trying with. But your question strongly suggests that you
are not using the latest release(s), either 3.18.0 or 4.0.0. If you were you
would see that the dialogue gives you a choice of either trying a keyserver or
using WKD.
