What speaks against making this a default action, when a person enabled 
a privacy system? I can imagine that many people have wishes for default 
actions and that's why it's great that you offer such a feature. But 
when a person did enable a privacy system, it shows that encryption is 
important to this person. In that case it would make sense to make this 
action a default one.

For software it's important to offer a good usability and this way you 
would make it a lot easier to start with encrypted emails because people 
don't have to concern themselves with the actions feature. And such an 
action would increase the chance that people discover the feature of 
retrieving keys. Most people don't read whole manuals before they use a 
product ;-)
