"X-Face" is an older standard, better go with "Face".
Read this for information about the valid size of the PNG file:

(no need for the base64 encoding, Claws does that for you)
Once you've created such a PNG:
- Go to account preferences -> Add user-defined-header -> Edit
- Select "Face" in the "Header" dropdown
- Use the "Browse" Button to locate a suitable *.png
(that creates a base64 encoded "Face" header line,
if *.png was small enough).
- Don't forget the "Add" button ;)
