[Users] Reverse greylisting

Is there a way of doing the reverse of the greylisting through some
kind of plugin?

Basically, when receiving email, I would like to be:

1. presented with a list of the senders that I have not previously
approved
2. say yes (approve to receive)  or no (don't want to see any of
their emails).

2.1 If I say yes, then I will receive all their email
2.2 If I say no, then I will never view any of their emails (they can
go to some folders)

This is not related to spam. It's more like the caller-id on the
phone.

I have done something almost similar with the filters, but it's a lot
of maintenance. I have to maintain the filters as I currently have 3
filters with over 200 email addresses in total:

* early-trash
* trash-move
* old-trash

Is it possible?
