I am afraid the plugin is probably currently blocked by Google for new
users.

Google has a policy to require to through a kind of clearance process
once an application exceeds a certain number of users. I tried to get
clearance some time ago, but Google didn't approve, and I didn't have
time to follow up on this yet...
