[Users] Notification plugin is not working

That debug output shows that you don't have the Notification plugin loaded.

You cannot prove it. You mention 3 accounts and 3 mailboxes here, presumably
there is a 4th which you have not mentioned which is the one you "removed".
There are no phantom accounts in claws-mail. Go to '/Configuration/Edit
accounts/...' and add or remove accounts using this dialogue.
