It's a build time thing. You can disable if built-in and not wanted, but you
can't enable it if it was not built in.

If you build claws-mail yourself, just install the libnm and rebuild. (libnm
is variously named in distros).

If you installed claws-mail from a package, ask the packager to build with it.
