They don't have to license it. Independent implementations for Evolution
and Thunderbird exist.

The only problem I see is that there is no general purpose library that
you could just integrate into any MUA and be done with it. The
thunderbird plugins are necessarily developed in and for some browser
API, and the Evolution plugin was for some time proprietary and as such
it is designed to support exclusively Evolution with no intention to
provide generic, well documented interface.
