It happens because, despite the limited IP range you mentioned, google
use a large pool of machines, each with their own copy of certificate.
The certs don't all get updated at the same time.  google allow that job
to happen (seemingly) randomly.  Depending on which machine you connect
to (more or less pot luck) you'll get a newer/older/same certificate as
you already have locally.  Hence the almost constant need to accept
certs.
