Had to dig around a bit, cause there was no /etc/gtk-2.0/gtkrc or /etc/gtk-3.0/settings.ini files in my distro.
Tried creating them with the indicated content, not good.
So I located gtk-2.0/gtkrc and gtk-3.0/settings.ini and added the relevant line in all those I found in /usr/share/themes/ and although I dont know which one was the right one, I got all of them, and it works.

True, but it is in CM that the problem was acute for me ;-3)
